PREFACE A Topher Enterprise, Outlaw kart racing event is a competitive event which is intended to be conducted and officiated in accordance with the rules herein (the 2012 Topher Enterprises,Rule Book). These rules provide the guideline for all events. The rule book may be amended from time-to-time and special rules may be published and/or adjusted at any particular event with the participants receiving prior notification. By participating in these events, all participants agree to comply with these rules and regulations. The rules are not intended to express or imply the warranty of safety as a result of publication of, or compliance with the rules and regulations as stated herein. The rules are intended to offer a guideline for the conduct and officiating of an event. The Series Director (Christopher Rowling) shall be empowered to permit any reasonable and/or appropriate amendment from any of the specifications and/or procedures herein, or impose any further restriction that in their opinion does not alter minimum acceptable requirements. Revisions to the rules are not intended to express or imply the warranty of safety shall not result from any such deviation or restriction of the specifications, rules and/or procedures. Any interpretation of, deviation from, these rules herein, are left to the discretion of the racing officials and their jurisdiction is final. Any visible equipment changes and/or performance enhancing changes to previously approved outlaw kart and/or equipment must be approved in writing prior to introduction into competition by the Topher Enterprises officials. Any Officials reserve the right to immediately determine the legality and use of any equipment that has not received prior written approval for introduction into competition. It is ultimately the obligation of each participant to ensure their conduct and equipment complies with all of the applicable rules, as they may be amended from time-to-time. The rules are in no way a guarantee against injury and/or death to participants, spectators, officials and/or others.
The rules and/or regulations set forth herein are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all events, and by participating in these events, all participants are deemed to have complied with these rules. NO EXPRESSED OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM PUBLICATIONS OF OR COMPLIANCE WITH THESE RULES AND/OR REGULATIONS. They are intended as a guide for the conduct of the sport and are in no way a guarantee against injury or death to a participant, spectator, or official. The race director shall be empowered to permit reasonable and appropriate deviation from any of the specification herein or impose any further restrictions that in his opinion do not alter the minimum acceptable requirements. NO EXPRESSED OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM SUCH ALTERATION OF SPECIFICATIONS. Any interpretation or deviation of these rules is left to the discretion of the officials. Their decision is final!
1.0 Definition of Terms
The following terms, which appear periodically throughout this Rule Book, have the following meanings: A) “Topher Enterprises - TE” – The trade name and registered mark of this rule book. B) “Topher Enterprises Rule Book” – The rules in this Rule Book, as they may be amended from time-to-time as provided in Sub-Section 1.1. C) “Officials” – Persons employed and/or volunteers of Topher Enterprises and appointed by Christopher Rowling to officiate as an employee, volunteer or independent contractor at any event. G) “Promoter” -The individual, partnership, corporation, joint venture and/or other legal entity that, in connection with the Event, is designated as the “Promoter” in the executed Sanction Agreement for the Event. H “Competitor” – A driver, car owner, crew member and/or any other person (other than a facility Official) who participates competitively in a TE sanctioned racing Event. Whenever the words Competitor, driver, car owner, mechanic, team member and/or crew member are used unless the context indicates otherwise, the term used shall be interpreted to include any driver, car owner, crew member and/or other person assigned to or a member of the same racing team. I) “OEM” – Original Equipment Manufacturer. J) “Sprint Kart” – A specified racing vehicle that fits the specifications set forth in this Rule Book.
1.1 Conduct A.) General - All Participants agree to act in a professional manner as determined by Topher Enterprises Officials. The professional manner includes, but is not limited to verbal representation, written representation, any representation that may represent Topher Enterprises, the sport of Sprint Kart racing and/or motorsports in general and/or any affiliates. a.) All Drivers must arrive at said races in a timely manner so that they may participate in the entirety of the racing event. b.) All Drivers will not be permitted to compete and/or participate while under the influence of any alcoholic beverages and/or illegal substances. If a member is found to be participating in such a manner an immediate suspension will result.
2.0 Personal Safety Equipment
2.1 General A.) Each competitor is the solely responsible of for the effectiveness and proper installation, per the manufacturer’s specifications, of personal safety equipment and determining it to be adequate for competition of event. Each competitor is expected to investigate and educate themselves for continuing improvement regarding their own personal safety equipment. B.) Fire extinguishers in every pit is mandatory, they must be up to code! , each pit needs one located at the site of their pit area easily accessible. 2.2 Seat Belt/Restraint System A.) Each car will be equipped with an approved restraint system; seat belt restraint systems shall be installed and used with manufacturer’s instructions. B.) Seat belt material should not be permitted to come in contact with any sharp or metal edge, including when the material passes through the seat. 2.3 Protective Clothing A.) All Drivers are responsible for the safety of themselves; Fire Retardant suits are HIGHLY RECOMMENDED B.) Fire safety accessories are also HIGHLY RECOMMENDED such as but not limited to gloves, socks, shoes, headsocks, and underwear. 2.4 Seats A.) All seats must be mounted to the frame as required by the seat and chassis manufacturer. 2.5 Helmets A.) All drivers will be required to wear a full-face helmet with a minimum Snell safety rating of SA 2005 B.) Neck Braces are MANDATORY C.) Head and Neck restraints are strongly recommended. The head and neck restraint system must be mounted and connected to the helmet per the helmet manufacturer and head and neck manufacturer instructions. D.) Arm restraints are MANDATORY to all drivers under the age of 18 and must be connected and used as instructed by the manufacturer. E.) Gloves are highly recommended to help prevent injuries to the hands
3.0 Racing Event Procedures The rules as stated herein will cover the rules of the racing event. Rules of the racing event may be altered from time-to-time by Topher Enterprises Officials. Racing event procedures and/or racing event rules are final and non-appealable. 3.1 Pre-Race Inspection(s) A.) All cars entered and present at the Topher Classic event that are intended to compete in the racing event, must pass pre-race inspection prior to any on-track activity. Pre-race inspection will take place in a specified area. Refusal to present vehicle or preventing officials from completing pre-race inspection will result in disqualification from that event. 3.2 Drivers’ Meeting(s) A.) All drivers MUST attend the drivers’ meeting. B.) The number of racecars starting each event and the number of laps for each event will be announced at the drivers’ meeting. C.) Any changes in the basic event night program due to car count, track conditions and/or any other circumstances may be announced at the drivers’ meeting. 3.3 Inspection Procedures/Legality A.) Engines, fuel may be inspected at any time. B.) Topher Enterprises Officials may at their discretion, inspect any car entered for competition at any time. D.) Officials may at their discretion, impound a part/component, engine and/or any other components and/or the complete car concluding racing events. 3.4 Restrictions A.) Once the racing program (qualifying) has begun on any racing event, the changing of any tire on any corner will be governed by the rule specifications set forth herein in the Tire Section of this rule book. B.) All work on the racecar, once any race has been started, must be completed in the designated work area unless informed otherwise. C.) All cars will receive only one (1) ‘push-off per race. This being the initial push to fire. After the Initial green, If a car needs any additional ‘push-off’s’, except for safety reasons as deemed by track personnel, during any race, that car must start at the rear of the field in that particular race. A ‘push off’ is considered completed only when the pushed vehicle has started and pulled away from the push vehicle. Dead on the track, go to the back. D.) Drivers and/or team members will not be permitted to tamper with track racing surface. 3.5 Pill Draw A.) All drivers entered must draw for position in the case Qualifying is canceled or not a part of the evenings format the pill will designate your starting position. B.) All pills will be drawn at sign in or Check in prior to the driver’s meeting. If a driver and/or team entered does not draw that team will be placed at the end of the qualifying order. In the event that there are no time trials, then the driver and/or team will start at the rear of their specified qualifying race. 3.6 Qualifying A.) Qualifying will consist of Four consecutive timed laps. Changes to the qualifying procedure will be at the discretion of the Topher Enterprises Officials. B.) Qualifying will take place in the order of the pill draw. Groups of four cars will qualify on track at the same time totaling 1 lap per car. Each car and/or team will have a one – group grace period to be in line for their qualifying opportunity. If the grace period is missed the late car will take its time trial at the end of the scheduled lineup and receive only 50% (1/2) of the scheduled qualifying laps. Once a car is pushed for qualifying, even if it doesn’t start, that is considered an attempt to qualify. If the car leaves the track and goes to the pit area or returns to the qualifying push lane it will be considered late and receive only 50% (1/2) of the scheduled qualifying laps which will be run at the end of qualifying. C.) The cars and/or teams that are late must be in line before the last scheduled car pushes off. Time trials will be closed once all cars that are in line have been pushed off to begin their time trial. D.) In the event of two or more cars posting the same time in time trials, the tie breaker will be their draw. E.) In the event that a qualified car for the feature is unable to take the initial green, the first non-qualified car will be taken as the alternate starter for the feature event. Alternates receive finish points only no passing points awarded to alt. However, Alternates earn the full amount of purse money that their respective finishing position is scheduled to pay. The original qualified car will not receive points for the feature race. If a qualified car takes the initial green flag and then falls out of the race, there will not be an alternate starter added to the race and the original qualified car will receive only last place points for the feature. F.) In the event that there is ‘Interference’ and a race car is inadvertently or purposely hit by a push truck, pace vehicle or other race car during push-off, or under yellow flag conditions or other non-racing activity and such incident is witnessed by an Official then repairs can be made to the contacted vehicle and that car will resume it’s running position. 3.7 Backup Cars A.) A backup car may be introduced before any scheduled event. After the initial green flag has flown, backup cars are not permitted for that scheduled event. If a backup car is introduced, the car must pass pre-race technical inspection prior to any competition. A backup car may be obtained from any source and does not have to be part of a team’s original equipment. 3.8 Starts A,) The race will begin immediately once the racing surface is clear and the cars are properly aligned in their assigned starting positions. B.) Any driver, team, and/or car, who purposely attempts to hold up the start of any race will be placed at the rear of the lineup and could be disqualified from the event at the discretion of the Series Officials. C.) Once the allotted time (announced at the driver’s meeting) allowed for being on the track or in the push-off lane, ready to race, has expired. Any car pushed after the field has assembled (field is lined up) must start at the rear of the field. D.) All double-file initial starts/restarts will take place at a consistent speed, with cars side-by-side in rows of two throughout the field. Consistent speed will be at the discretion of Series Officials. The initial start will take place at a designated area that will be identified at the driver’s meeting. Any car out of line and/or passing before this point will be penalized two (2) positions from their original starting position. If an offending car is located on the last row of the starting grid then that car is allowed to restart but will be penalized 2 positions from its finishing position. If the same car commits a second offense it shall be disqualified from that event. E.) In the event that the race is not properly started by the two (2) front row cars, the entire row will be moved to the second row. Failure to acknowledge and comply with the “move back” signal will result in instant disqualification from the racing event. F.) Alternate starters for any race will not be permitted to start any race after the original start has taken place. 3.9 Restarts A.) All heat race restarts will be single file after the completion of the first lap of competition during all heat races. B.) All restarts will take place with the lead lap cars moved to the front of the field. Lapped cars will pull to the inside and fall in behind the last car on the lead lap in their order of running. C.) Feature Events will be Deming style restarts with the leader out in front and double file behind them. D.) All single-file restarts will take place at a consistent speed. Consistent speed will be at the discretion of Series Officials. E.) Improving your position before the starting cone will result in 2 docked positions. G.) If the leader is unable to properly restart the race after the one (1) attempt, the leader will be penalized two (2) positions. H.) When an infraction occurs on a restart, Series Officials shall exercise at their discretion and allow the race to continue, not calling for another restart, and then penalize the offending car(s) under yellow flag conditions or at the conclusion of the race. The offending car(s) will be penalized 2 positions plus any positions gained. I.) Any cars that require a push start during a caution period, will be put to the back, in front of the cars that caused the caution period. J.) Any cars that stop, either on the racing surface and/or in the pit/designated work area, during a caution period will be required to restart from the rear of the field. K.) Any cars that are involved in a red flag situation will be required to restart at the rear of the field, including cars that go to the pits during a red flag situation. L.) Any car that stops because of a blocked track, at the discretion of the Series Officials, will not be considered involved in the red or yellow flag incident. M.) Any car that is black flagged for consultation during a caution period will retain its position only if the Series Officials deem the car ‘clear’ and permit it to return directly to competition without adjustment. 3.10 Racing A.) Any car that doesn’t race on the designated racing surface and gains position will be black flagged and penalized at the discretion of the Series Officials. B.) The maximum number of event laps will be stated by the Race Director during the driver’s meeting, but may change due to extenuating circumstances. C.) Cars and/or teams will not be permitted to be ‘pushed-off’ during any green flag conditions. An offending car will be automatically disqualified. D.) Any car that spins, is involved in an incident and/or has a problem, but does not bring out the yellow flag and/or create a caution period, will blend back into the field where the driver is able to do so. If there is a caution period due to the accident all cars will be sent to the rear of the field. E.) At the discretion of the Series Official any car that is involved in two (2) single car spins that are unaided may be disqualified from the event. If the car spins unaided for third time it will result in automatic disqualification from the event. F.) At the discretion of the Series Official any car that intentionally brings out a caution period will be disqualified from that race. G.) All races must be completed under Green flag finish. This means if the yellow flag is displayed or caution lights illuminated prior to the leader receiving the White flag, that race will be restarted before completion. H.) If a race is red flagged due to weather conditions and cars are sent to the pits, then any and all work, including tire changes, is prohibited. 3.11 Flag Rules/Officials Signals A.) Green Flag: When the starter displays the green flag, the track is open for racing. Signifying the start of any race and/or time trial run. Passing will not be permitted before the green flag is displayed at the designated point. A.2) Display of Green and White flags crossed symbols the half way mark of the race. B.) Yellow Flag: When the yellow flag is displayed and/or the yellow caution lights are illuminated, this signifies a caution period. When the yellow flag is displayed and/or caution lights illuminated no passing is permitted unless instructed to do so by Officials. C.) Red Flag: When the red flag is displayed all cars on the racing surface and in the pit areas must come to a complete stop in a controlled manner, while not stopping and/or driving through the area of the incident. At the discretion of the Series Officials a work area may be designated on the racing surface. All cars will be pushed to the designated work area on the racing surface before work begins. CLOSED RED: The track will be closed. Crew members will not be permitted on the race track and/or to their race cars. OPEN RED: The Race Director will determine when the track is open. One (1) crew member will be permitted to go to their car. Only adjustments by hand tools may be completed under red on the track. No fuel, tire or wheel changes can be made to the race car. An air horn designating the start of a 2 minute work period will be sounded. At one minute remaining, the air horn will be sounded twice. At the end of the 2 minute period the horn will be sounded, officially ending the work period. Crews must be clear of their car when the 2 minute period has expired or be penalized 2 running positions. Last row cars violating this procedure will be penalized 2 positions from their finishing position. Any car still being worked on once the field has started assembling will be disqualified and not allowed to re-enter the race. e.) FUEL RED: Only one (1) crew member will be permitted to go to their car when a Red Flag occurs for refueling. As soon as all the crews have reached their cars an air horn designating a 2 minute work period will be sounded. The 2 minute work period procedure is the same as outlined above. Any repairs and adjustments, except changing a tire or wheel, can be made to the race car as long as they are completed before the 2 minute period has expired. f.) During any red flag situation all drivers, unless involved in the incident, must remain in their car unless otherwise instructed by Series Officials. g.) Fuel Is NOT allowed to be filled on the racing surface unless otherwise notified by series officials. All drivers must exit their car before fueling. D.) Black Flag: If the black flag is displayed, then the driver that the flag is being displayed toward must bring their car to designated pit work area immediately for consultation. The car will not be scored from the point that the black flag has been displayed. If after the car is inspected and it is able to return to competition, the car may only return to the track during a caution and/or red flag period. E.) White Flag: When the white flag is displayed this signifies that the leader of the race and/or the car that is qualifying has started the last lap of that event. F.) Checkered Flag: The checkered flag signifies the completion of the event. All cars must past underneath the checkered flag to be scored correctly on the final lap of the event. G.) Officials Signals: All drivers must obey signals, communications, blackboard(s) and/or any other Official’s communications that assist in the direction and facilitation of creating proper lineups and/or the process of completing the event. 4.0 Scoring Procedures A.) All races are scored at the designated start/finish line. B.) The original starting lineup will be posted by Series Officials after the completion of all qualifying events. C.) The restart lineups will be derived from the official scorer’s lap and line scored sheets. D.) All cars that were scored under green flag conditions will hold that scored position with all other cars lining up according to their last completed green flag scored lap. E.) A lap will not be scored on the original start and/or any restart unless all cars complete the lap by passing through the start/finish line except for the cars involved in the incident. F.) If two or more cars complete the same number of laps, they will be scored and paid in the sequence in which they completed those laps. 5.0 Payoff and Pit Procedures A.) All paid purses, appearance money and/or other awards and/or funds shall be paid to the car owner and/or designated owner’s representative. 6.0 Points Breakdown A.) One Point will be awarded per car to the quickest qualifier reducing by one point per position to the last car receiving one point. B.) Heat Race Points breakdown is as follows. 50 points awarded to the winner of each heat race, descending 3 points per position. C.) Qualifying Main Event will award 200 points to the winner, 195 to 2nd,192 to 3rd, 189 to 4th, 186 to 5th, 184 to 6th continuing 2 points per position. No Passing Points. 7.0 Penalties, Fine Schedules & Protests A.) The Series conducts itself as the one of top Sprint Kart Races in North America and expects its participants to conduct themselves in a professional manner at all times during any event and/or when representing the series. The team owners are solely responsible for the conduct of their drivers and/or team members and/or anyone connected to or affiliated with that owner’s team. All fines that are listed in sub-section 7.1 are in regard to the initial penalty. Multiple infractions of the same type will increase the severity of the penalty. 7.1 Penalties and Fine Schedules A.) All fines may be collected from prize money on the day of the infraction. If the competitor has not won appropriate money, the fine must be paid in full before the car and/or driver participates in another Series sanctioned event. B.) Any member that attempts to and/or does physically abuse any event official, including pushing, punching, touching, and/or grabbing the official’s equipment, etc., will be subject to disqualification and/or fine and/or legal action. Maximum = $500. C.) Any member that verbally abuses any event official will be subject to disqualification and/or fine and/or suspension and/or legal action. Maximum = $100 D.) Any member who fails to stop for and/or allow post-race inspection will be subject to disqualification. Maximum = $100. E.) Any member that passes the pace vehicle (unless instructed to do so) will lose two (2) positions and/or disqualification. Maximum = $100. F.) Any member that attempts to use illegal fuel will be subject to disqualification. Maximum = $500. J.) Any member that attempts to or uses an illegal motor will be subject to disqualification and/or fine. Maximum = $500. K.) Any member that fails to stop for a red flag or drives through the incident area will be subject to disqualification and/or fine. Maximum = $100. L.) Any member that goes into another competitors pit area or to another competitors car and becomes involved in any type of altercation will be subject to disqualification and/or fine and/or suspension and/or loss of points and/or any other action deemed appropriate by series Officials. Maximum = $500. M.) Any member involved in an altercation that results in physical contact will be subject to disqualification and/or fine and/or suspension and/or any other action deemed appropriate by Series Officials and/or Topher Enterprises Supervisory Officials. Maximum = $500. N.) Any member who drives a racecar in an area that is closed to racecar traffic or drives through the pit area at excessive speed with either a racecar, scooter or 4-wheeler will be subject to disqualification and/or removal from the facility. Maximum = $100. O.) Any team member who goes out onto the racing surface without permission under a controlled period will be subject to disqualification and/or fine and/or suspension and/or loss of points and/or any other action deemed appropriate by Officials and/or Topher Enterprises Supervisory Officials. Maximum = $100. P.) Any participant who ignores a flag or official signal will be subject to disqualification. 7.2 Protests A.) All protests must be turned into the Race Director within sixty (60) minutes of the finish of the final event. B.) The protest fee must be paid at the time of the protest. C.) Only the car owner, the driver and/or the designated team representative of the car owner may turn in an official protest. D.) Any refusal of inspection and/or non-compliance during an official protest will result in the disqualification of the protested car and the prescribed penalties. E.) If the car protested is found legal, the protesting fees will be released to the protested team less the protest filing fee. F.) If the car protested is found to be illegal, the protesting fees will be returned to the team filing the protest less the filing fee. G.) Any altercation relating to the incident with Officials and/or any other racing participants by the team filing the protest will nullify the objection. H.) PROTESTING FEES: (Figures in parentheses are filing fees): 1. Motor tear down involving head off and cylinder inspected; $150 ($25): This allows the inspector to inspect cylinder only. 2. Weight will be $50 ($20) and the protest must be made prior to the Protested car crossing the scale. I.) TIRE PROTESTS: Tire protests may involve the right rear tire. The fee will be $50 per tire. The protest will require the submission of the tire(s) from the car (car owner, driver and/or designated representative) which has filed the protest. The tire(s) involved in the protest will be analyzed at a facility designated by Topher Enterprises and/or the tire manufacturer. The determination of the facility will be final and non-appealable. J.) The Series Officials reserve the right to ask for a legality test at any time (sealed motor and/or otherwise). If through testing procedures a car is found to be illegal, responsibility for proving otherwise is solely with the team that was checked. There will be no exchange of money for tests asked for by officials when a formal protest is not turned in. K.) The Series Officials reserves the right to accept or deny any protest based on their sole discretion. ‘Grudge’ protests and/or any protest that are ‘not in the spirit of good standing’ will be denied.
8.0 Sprint Kart Class Rules YOU ARE RESPONSIBLE FOR THE SAFETY OF YOU AND YOUR KART! PIT AREA No alcohol is allowed in the pits, if you are drinking in the pits you will be asked to leave! The use of illegal drugs is strictly prohibited! All Classes 1. Frames must be of kart configuration. Not to exceed 90” in overall length. NO EXCEPTIONS. Kart not to exceed 350 lbs. including full tank of gas. 2. Tires must be kart type only. Not to exceed 6” in diameter. 3. Cages are mandatory. Must be for protection of driver. Not for looks or wing mounts. 4. Wing sides must stay within 3” from outer most edge of kart. No sharp edges or too long of bolt. Overall length 48” maximum. 5. Uppermost part of kart and wing not to exceed 72”. 6. Bodies can be any material, except wood. No sharp edges or protruding parts. 7. Wing and hood are mandatory in all classes. Front and Rear bumpers are mandatory. 8. No bars, other than regular nerf bar, may extend out past outer edge of tire on either side of kart. 9. Noise: Must meet 98dba. Karts in violation may not race until standards are met. 10. ALL KARTS MUST DISPLAY 10” NUMBERS ON RIGHT AND LEFT SIDE OF KART AND WING. Numbers not legible will not be scored. 11. Duplicate numbers only in the open class. Duplicate numbers must include a letter. 12. Numbers must be displayed on contrasting background. 13. Safety committee and track officials’ decision is final. 14. This is open wheel racing. No front-end cowcatchers. If in doubt, see officials 15. All drivers under the age of 18 must provide a notarized minor’s release to the scorekeepers. In addition, when parent or guardian is not in attendance, drivers must provide a designated guardian form. 16. Any other organized class must have a minimum of 6 karts and be approved by promoter. 17. Tires must be kart type only. Not to exceed 6” in diameter. Right Rear Spec is (QRC55, Rocket Boy 55, or Hoosier D-55) Spec only on 125, 250, and Open. 18. Fuel: any commercially available gasoline, no fuel additives, no methanol!
Safety 1. Brakes must be in good working condition at all times. 2. All karts must have lap belts and shoulder harnesses. Shoulder harnesses must be mounted in a way to restrict forward body motion independently of seat. Lap seat belts should be mounted on frame. Cut or frayed seat belts will not be allowed. This entire rule will be strongly enforced. 3. Approved neck braces and arm restraints are mandatory. Wrist restraints must be attached to lap belt and worn below the elbow. 4. Helmets: Snell or DOT approved only. 5. High back seats are MANDATORY. The top of the seat should be at the middle of the driver’s head. A. Seat mounts. 1. Securely mounted to the frame. 2. No excessive holes. 3. Any suspended seat is to have safety cable attached to seat. 4. All drivers must maintain a working fire extinguisher in their pit area. 5. All karts must have a 6” nylon tie attached to spark plug wire. 6. Minimum standard for roll cage (tubing thickness): A. All classes ¾” .083 chrome molly or 1” .06 chrome molly or 1” .083 steel. B. No exotic steel. 7. Driving apparel: Racing suits highly recommended. 8. No sharp or protruding objects on any part of the kart. 9. Roll cage must be securely fastened with a grade 5 or better bolt, in at least four spots. A. Driver’s body must be completely inside roll cage. B. Roll cage height minimum of 2” clearance above driver’s head. 10. Fuel line location cannot be closer than 2” to any of the exhaust system at any time and shall not be above the exhaust. If closer than 2”, fuel line must be insulated. Fuel line must have ample slack for cage movement. Must be petroleum grade fuel line. 11. Fuel tank location: Out board mounted fuel tanks must have metal protection, particularly fuel petcock. 12. Suicide doors: No suicide bars. Side bar must open from the rear. Left side protection is recommended. 13. No axle protrusion beyond wheel rim. 14. Tail piece protection: If the top of the tail section protrudes above the seat, tail must be padded. Suggested padding: Plumbing foam. Tail section must be securely attached to the frame. 15. Smoking in pit area is not recommended. Use common sense. 16. Pitmen are not allowed on racetrack or infield while race is in progress. Violators will result in their kart being docked positions, one lap or disqualification. 17. During red and yellow flag, WORK ON KARTS ON RACETRACK IS PROHIBITED. 18. SPEEDING IN THE PIT AREA will result in a $50.00 fine and/or loss of points. Officials and Safety Committee members are authorized to issue fines. 19. Any Official is permitted to remove karts from track due to unsafe conditions to driver or other karts. 20. Safety Committee and Track Officials’ decision is final. 21. Karts will be inspected using the following safety list. Immediate – must be fixed same day. Secondary – must be fixed by following race date or pay $25.00 fine. Failure to fix items by third race will result in suspension of kart.

Any Official has the authority to disqualify a kart for safety violations.
8.1 Class Rules
Beginner Box stock 1. Drivers must be promoter approved, 5 - 8 years of age. 2. Must be born before 5/17/2007, with notarized copy of birth certificate, and minor release form. 3. This class is for new, inexperienced drivers. Promoter will determine when it is time to move driver up. 4. Only approved engine is teched and sealed Intek spec motor. Engine rules are same as Box Stock Outlaw. All engines must be teched and sealed. Absolutely no modifications of any kind allowed. A. Bandit engines must utilize stock, unaltered, OEM Intek muffler. B. Bandit engines must retain stock, unaltered, choke assembly. C. Briggs teched and sealed flatheads, with stock OEM muffler and Horstman purple restrictor plate may be allowed on a race by race basis, with permission from promoter. 5. Minimum weight w/driver is 250 lbs. 6. Right Rear tire must be a 50 series slick tire.
Box stock Age Limit: 7 to 12 years old. Born on or before 5/17/2005 A. The Intek Spec motor is the only approved engine for this class. A spec camshaft and valve springs are installed and the governor is removed. B. If you provide an Intek engine, it is $150.00 to install spec cam and valve springs, tech and seal. C. Absolutely no modifications are allowed to this engine. Any tampering with seals or engine will result disqualification D. The main jet size in the carb is optional. Intek jets only. E. Drum type, promoter approved clutches only. $100.00 claim. Noram Ratech is approved. F. Header is optional, approved muffler is mandatory. G. ARC billet rod, part number 6250 is approved for use, will require minor mods. H. Any other replacement parts must be OEM Intek parts. All parts will be compared to known stock parts, exceptional parts will not be allowed. I. Fuel tank location is optional, but must be promoter approved. Floor mount tanks with fuel pumps are allowed. J. Unteched/ unsealed engines will not be allowed to compete. Any illegal or modified parts that pass thru tech inspection will be cause for disqualification. K. Minimum weight is 260 lbs with driver.
Pro-Boxstocks Age limit: Drivers 9 - 14 years old. Must be born before 5/17/2003 A. Drivers in this class are required to wear a min. SFI-1 race suit. B. No front brakes. C. The only approved engine is the Subaru Spec engine available only from authorized dealers. Seals must be present and non-tampered. D. Carb body must be as cast, spec VM 26mm Mikuni carb supplied with motor. Absolutely no mods allowed to carb body. E. QRC billet rods are allowed. F. No lightening, polishing, or modification of any internal components. G. Minimum weight is 290 lbs with driver.
125 class Age limit: 10-16 up all drivers must be approved by race director. Born on of before 5/17/2002 125cc not to be larger than .080 over which is a 56mm piston! Motor must be from a production dirt bike. Must maintain stock OEM stroke! Must have Stock OEM clutch. NO SLIPPER CLUTCHES! Weight minimum 350 lbs includes driver.
250F INTERMEDIATE CLASS Age Limit: 10 - 18 years. Born on or before 5/17/2002 Motors: 125cc-250cc, Minimum weight kart and driver 370 lbs 125 Motor – 125cc maximum. Maximum cc overbore is 135. 4-stroke 250cc – No overbore. No port angle changes (No welding of ports.) No strokers. All Motors subject to cc inspection.
Intermediate 500’s AGE: 13 AND UP. Born on or Before 5/17/1999 Must have stock OEM clutch. STOCK MOTOR RULES 1. STROKE: Must remain stock 2. BORE: Can be bored to 80 over 3. HEAD: Head must retain the stock appearance 5. CARBURETOR: Must be a standard bore, stock 36mm carburetor 7. WEIGHT: Kart and driver must weigh Minimum 400 lbs.
Sportsmen 500’s Age limit: 18 years old & up. Born on or before 5/17/1994 Must have stock complete working OEM Clutch. No Slipper clutches Motor: Dirt bike style, Single cylinder, single carb, No big street type motors. WEIGHT: Kart and driver must weigh Minimum 460 lbs. w/driver This is a sportsman’s class, intended for clean fun racing, rough driving will not be tolerated!
OPEN 500’s Age limit: 18 years old & up. Born on or Before 5/17/1994 All exceptions must be approved by promoter Must have stock complete working OEM Clutch. No Slipper clutches Motor: Dirt bike style, Single cylinder, single carb, No big street type motors. OPEN Weight minimum 435 lbs. includes driver.

8.2 Fuels A.) Fuel additives, including but not limited to nitro, nitro methane, methanol and/or nitrous oxide injection will not be permitted. Fuel must be regularly available to the average consumer. Fuel samples may be taken from time-to-time for inspection and analysis. (Shell fuels will be used for testing purposes) B.) The same fuel cell/tank must be used in the same car for the entire race program. The fuel cell/tank may be changed at the discretion of the Race Director if the cell/tank has been contaminated and/or physically damaged for any unforeseen reason. 8.3 Body 1. Bodies may not be made out of wood. Bodies are made to protect the driver it is recommended to be a safety device all cars must have body to race. 8.4 Wings Wing: Minimum size 26” wide by 28” long, with minimum 10” sideboards. 8.5 Tires 1. All kart tires will be allowed Hoosier, Burris, Rocket Boy etc… 2. Right rear tires must be a 50 series tire. DEEMED FOR INSPECTION 8.6 Other A.) Racing components in aluminum and magnesium should be checked for stress and replaced on a regular basis, based on the manufacturer’s recommendations of the life usage of the part. These parts are, but not limited to; wheel centers, live rear axles, hubs and top wings. B.) Computer operated controlled parts, such as fuel injection, fuel systems, chassis adjusting systems, etc., will not permitted on the track. C.) The use of electronic logic processors (this includes any traction control devices) to control any function of the racecar and/or any system for continuous gathering of data from any function of the race car for which the intended use is computer downloading will not be permitted at any time during any event. D.) Two-way radios, crew-member to driver and/or any other means of electronic communication, other than the one-way radio will not be permitted. E.) All Transponders shall be located on the Steering post. All other locations are prohibited. F.) Competitors will be required to receive and use “one-way radio communication” from race officials. The communication from the Race Director will aid in the direction of the race, including, but not limited to, safety and resetting the race lineup prior to any restart. 8.7 Series Decal and Patches A.) The designated sponsor decals must be displayed on the outside of both top wing side panels in the lower front corner. B.) For participation with the contingency and other sponsors, their decals must appear anywhere within the lower eight (8) inches on the outside of the right wing panel. The sponsor spaces may be used as required either on a race-by-race and/or permanent basis. C.) The Officials may refuse to allow a participant to compete in an event if it is determined at their discretion that any advertising and/or sponsorship or similar agreement is detrimental to the sport, the event promoter, Topher Enterprises for any reason, including the image of the sport. D.) Failure to comply with the above-mentioned rules A) to D) will result in a loss of point fund monies and/or purse monies. A percentage of earnings could be deducted for each occurrence. 9.0 Topher Enterprises RULES This Policy, as it may be amended from time to time, serves as a supplement to the currently effective TE Rules as promulgated by the TE Supervisory Officials and/or TE Board of Directors. This Policy shall be interpreted and applied by the TE in the context of and in connection with the TE Rules. This Policy is, and shall be, binding upon all TE members in the same manner, and to the same extent, as the TE Rules.
